Requests the Department of Labor and Industrial Relations to conduct a study assessing causes of non-compliance with Hawaii's workers' compensation system.

Study completion deadline is November 30, 2020, with results to be submitted to the Legislature no later than twenty days before the 2021 Regular Session.

Addresses identified issues including medical providers withholding treatment for payment disputes, insurers denying claims pending investigation without legal authority, and failure to update medical fee schedules consistent with Disability Compensation Division decisions.

Cites problems such as insurers ignoring legitimate billing claims, providers overcharging for prescription drugs and medical equipment, and unnecessary treatment prolongation that impedes workers' return to work.

Requires the Department to include findings, recommendations, and proposed legislation in its report to the Legislature.
