Urges the State of Hawaii and City and County of Honolulu to examine the feasibility of establishing an Aiea Community Center concurrent with the relocation and construction of the Oahu Community Correctional Center to Aiea.

Notes that the Aiea area already hosts significant state infrastructure including the H-1 and H-3 Freeways, Daniel K. Inouye International Airport, Halawa Correctional Facility, Aloha Stadium, Red Hill Bulk Fuel Storage Facility, and Joint Base Pearl Harbor–Hickam.

References the Honolulu City Council's approval of a Plan Review Use Permit application for relocating the jail facility from Kalihi to Aiea in the Halawa area.

Acknowledges the former Aiea Sugar Mill site (demolished in 1998) where the State opened the Aiea Public Library in 2014 and where senior affordable housing development is planned in partnership with nonprofit developer EAH Inc.

Requires certified copies of the resolution be transmitted to the Governor, Mayor, Comptroller, Director of Department of Land Management, and President of the Aiea Community Association.
