Requests the Legislative Reference Bureau to conduct a study on factors attributable to low voter turnout in Hawaii elections.

Requires the Legislative Reference Bureau to collaborate with the Office of Elections and other relevant agencies or organizations in conducting the study.

Mandates submission of a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session convenes.

Directs certified copies of the resolution be transmitted to the Director of the Legislative Reference Bureau and Chief Election Officer.
