Requests the Legislative Reference Bureau to conduct a study determining the need for a state demographer position in Hawaii.

Directs the study to examine pros and cons of creating an Office of the State Demographer and whether existing capacity exists within the State Auditor, Department of Business Economic Development and Tourism, University of Hawaii, or other agencies to generate demographic reports.

References several states (Michigan, Minnesota, Nevada, North Carolina, Texas) that employ state demographers to provide demographic analysis and socioeconomic data for policymakers.

Identifies specific needs including creating reports using two HUD-funded homeless service databases and generating periodic reports on kupuna care and caregiver programs to evaluate efficacy.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session.
