Requests the Developmental Disabilities Division of the Department of Health to modify eligibility criteria for the Home and Community-Based Services Medicaid Waiver for individuals with intellectual and developmental disabilities

Current administrative rules exclude individuals whose impairments stem from dementia, mental illness, emotional disorders, substance abuse, sensory impairment, learning disabilities, ADHD, spinal cord injuries, or neuromuscular disorders

Directs the Division to change rules that deny eligibility to individuals with qualifying conditions like cerebral palsy, epilepsy, autism spectrum disorder, or certain neurological, central nervous system, or chromosomal disorders

Requires the Director of Health to submit a status report on new eligibility criteria development, including any proposed legislation, no later than twenty days before the 2021 Regular Session convenes

Directs certified copies be transmitted to the Director of Health, Administrator of the Division of Developmental Disabilities, Director of Human Services, and Administrator of the Med-Quest Division
