Request the Office of Planning to coordinate with the Department of Accounting and General Services, Department of Budget and Finance, Department of Transportation, Land Use Commission, and county planning and public works departments to identify strategies for securing information about costs incurred due to project delays.

Direct the Office of Planning to propose amendments to existing budget request forms or permit applications to facilitate sharing of estimated delay costs with decision-making authorities.

Require the Office of Planning to submit a report of findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the Regular Session of 2021.

Establish that the resolution addresses how project delays increase costs related to labor, materials, land, capital, and inflation, which may result in reduced project scope and decreased public benefits.
