• Urges the State of Hawaii and City and County of Honolulu to work with stakeholders to locate and establish a public racing facility on Oahu.

• Proposes the facility should include at a minimum a road course and kart track for driver training by law enforcement, agencies, nonprofits, and the general public.

• Notes the last racing facility on Oahu closed in 2006, resulting in illegal street racing, and establishes public interest in providing a legal alternative for driver education and recreation.

• Requires the facility be appropriately located away from residential areas to mitigate traffic, noise, and other impacts, and have community support.

• Directs certified copies be transmitted to the Governor, state directors, Mayor, Honolulu City Council Chair, and relevant city department directors.
