Urges counties to open additional voter service centers for the 2020 elections beyond the eight currently planned statewide.

Notes that Hawaii transitioned to statewide vote-by-mail elections starting with the 2020 primary, eliminating traditional polling places that previously numbered approximately 230 across the state.

Identifies voter service centers as established under Act 136, Session Laws of Hawaii 2019, to receive mail-in ballots, assist voters with special needs, offer same-day registration and voting, and provide other election services.

Expresses concern that only eight voter service centers would inadequately serve voters in their first experience with the new all-mail-in election system and could further depress Hawaii's already low voter turnout.

Directs certified copies of the resolution be transmitted to the Chief Election Officer and county clerks of Honolulu, Hawaii, Kauai, and Maui.
