Requests the Department of Agriculture Plant Industry Division to study and evaluate designating feral chickens as a "pest for control or eradication" or create a new designation allowing residents to treat chickens like rats and similar pests.

Urges the Department of Agriculture to develop a program to eradicate the state's feral chicken population.

Identifies feral chickens as a nuisance in Hawaii, particularly on Kauai and the windward side of Oahu, where they have become overrun with tens of thousands of birds with no natural predators.

Notes feral chickens cause property damage, destroy food crops, jeopardize native plants, create road hazards, spread disease to domestic animals and wildlife, and generate frequent noise complaints.

Requires certified copies of the resolution to be transmitted to the Chairperson of the Board of Agriculture and Head of the Department of Agriculture Plant Industry Division.
