Urges the Department of Facility Maintenance of the City and County of Honolulu, in conjunction with the U.S. Army Corps of Engineers and Department of Environmental Services, to immediately clean drainage canals and streams in Kaneohe and Kailua.

Requests development of recommended cleaning schedules for drainage canals and streams in Kaneohe and Kailua, with regular cleaning based on these schedules.

Cites that Oahu has experienced over $225 million in flood damage between 1915 and 2019, and that blocked drainage canals increase the risk of overbank flooding.

Notes that Kaneohe received 60.61 inches of rainfall in 2017, making regular canal and stream maintenance critical to prevent flooding in surrounding homes.

Requires certified copies of the resolution to be transmitted to the U.S. Army Corps of Engineers Honolulu District Commander, Director of Environmental Services, and Director and Chief Engineer of the Department of Facility Maintenance.
