H.C.R. 17 Summary

• Requests the Department of Health convene a task force to create a comprehensive annual report consolidating data on violence against women including intimate partner violence, domestic violence, sexual assault, harassment, and sex trafficking.

• Task force shall include the Director of Health (chair), Director of Human Services, Administrator of the Judiciary, Attorney General, county Prosecuting Attorneys, county Chiefs of Police, Executive Director of the Sex Abuse Treatment Center, and representatives from the Hawaii State Coalition Against Domestic Violence and Hoola Na Pua.

• Task force must examine existing databases across agencies, identify data gaps, recommend legal or policy changes needed for data consolidation, and develop a framework for an annual report to guide improvements in violence reduction programs.

• Task force shall submit findings and recommendations to the Legislature no later than 20 days before the 2021 Regular Session convenes, with a follow-up report due 20 days before the 2022 Regular Session.

• Department of Health is requested to provide administrative support for the task force.
