Request private refuse companies in Honolulu to refrain from operating refuse collection vehicles within and around residential zones during unrestricted hours.

Establish operating hours of 7:00 A.M. to 10:00 P.M. on weekdays and Saturdays, and 8:00 A.M. to 10:00 P.M. on Sundays and state or federal holidays for refuse collection vehicles within residential zones or within 100 feet of residential zones.

Address noise pollution concerns, noting that refuse collection vehicles produce noise levels exceeding 90 decibels, with exposure causing hearing loss, sleep disruption, and cardiovascular health issues.

Transmit copies of the resolution to 16 private refuse companies and waste removal services operating in Honolulu, including Honolulu Disposal Service, Aloha Waste of Honolulu, and various junk removal services.
