Request the City and County of Honolulu Department of Environmental Services to convene a working group addressing illegal dumping of bulky items and proposing alternatives to the existing Bulky Item Collection Pilot Program.

Working group to be jointly chaired by the Director of Environmental Services, President of 808 Clean Ups, Manager of Ku Ipu Aina, and Policing Team of Project CLEAN.

Working group membership to include community members and representatives from eight specified Honolulu neighborhood boards (Hawaii Kai, Kuliouou-Kalani Iki, Waialae-Kahala, Kaimuki, Diamond Head-Kapahulu, Palolo, Manoa, and McCully-Moiliili).

Working group must submit a report with findings, recommendations, and proposed legislation to the Legislature and Honolulu City Council no later than 20 days before the 2021 Regular Session convenes.

Certified copies of the resolution to be transmitted to the Honolulu City Council Chairperson, Department of Environmental Services Director, and all specified organizations and neighborhood board chairs.
