Requests the Department of Commerce and Consumer Affairs (DCCA) to conduct a study on alternative pathways to licensure for foreign-trained dentists and physicians, including options used by other states.

Directs the DCCA to include in the study any recommended changes to the licensing process that could be implemented by the DCCA or respective licensing boards without requiring legislative action.

Requires the DCCA to submit a report of findings and recommendations, including any proposed legislation, to the Legislature no later than 40 days prior to the convening of the Regular Session of 2021.

Addresses Hawaii's designation of various communities as Health Professional Shortage Areas and Medically Underserved Areas by the Health Resources and Services Administration.

References examples from Minnesota (which prohibited disqualification of internationally educated dental graduates since early 2000s) and Massachusetts (which created a commission to address barriers for foreign-trained health professionals in rural and underserved areas).
