• Requests all Hawaii counties to develop procedures for accepting donations of private lands damaged or likely to be damaged by natural disasters or climate change.

• Acknowledges that lava disasters in 1990 and 2018 destroyed towns on the Big Island and that coastal areas face threats from rising sea levels and climate change impacts.

• Proposes that land donation procedures would benefit both counties and landowners by allowing donors to receive nonrefundable charitable income tax deductions.
