HCR 182 Summary

• Requests the Board of Land and Natural Resources establish a Makua Valley task force to prepare for transfer of the Makua Military Reservation from the U.S. Army to the State upon expiration of General Lease No. S-3848 on August 16, 2029.

• Task force shall examine and address legal, historical, environmental, and cultural impacts from decades of U.S. military use of Makua Valley, which contains 32 endangered plant species, endangered wildlife, and approximately 100 sites eligible for the National Register of Historic Places.

• Task force composition includes the Board of Land and Natural Resources Chairperson, a House representative, Office of Hawaiian Affairs representative, Aha Moku Advisory Committee member, evicted family representative, three non-profit organization representatives, and a Native Hawaiian organization-selected representative.

• Task force shall negotiate with the U.S. Army on expedited land return, removal of unexploded ordnance, and expanded cultural site access prior to lease expiration.

• Task force shall submit progress reports and recommendations to the Legislature before each regular session until dissolved on February 16, 2030, six months after lease expiration.
