Urges the Department of Transportation, Mayor of Honolulu, and Honolulu City Council to reroute Farrington Highway according to the 1998 Makaha Beach Park Master Plan by routing the highway behind Makaha Beach State Park and reconnecting to the existing road north of the canoe shed

Notes that Makaha Bridge No. 3 and Bridge No. 3A, built in 1927, have been classified as deficient by the Department of Transportation and require replacement along Route 93 between milepost markers 13.95 and 14.21

Expresses concern that a temporary bypass road on the makai (ocean) side could strand residents and tourists west of the project if washed away by flooding or ocean surge

Cites opposition from surfing legend Buffalo Keaulana, honored in 2016 with a proclamation naming the highway reroute "Buffalo's Way," who opposed makai realignment due to detrimental effects on Makaha Beach and marine life from construction debris

Directs certified copies of the resolution be transmitted to the Director of Transportation, Mayor of Honolulu, and Chairperson of the Honolulu City Council
