Urges the Department of Environmental Services Refuse Division of Honolulu to address maintenance and communication problems at the Wai'anae Convenience Center, the only refuse center on Oahu's Leeward side.

Identifies critical issues including extreme wait times of up to three hours, outdated telephone lines and equipment, and inadequate staffing of refuse vehicle drivers.

Requests consideration of increasing refuse bins, hiring additional staff, and updating communication equipment to handle the increasing volume of waste disposal.

Notes that poor service at the Center has contributed to unsafe driving conditions with heavy loads, traffic congestion affecting nearby residents, and an increase in illegal dumping on the Leeward Coast.

Directs certified copies to be transmitted to the Mayor, Director of Environmental Services, and Chief of the Refuse Division of Honolulu.
