Urges the Federal Aviation Administration to more aggressively enforce existing laws against commercial helicopter tour operators in Hawaii.

Requests the FAA increase minimum flight altitudes for tour helicopters to 2,500 feet above residences and 5,000 feet above national park land (currently 1,500 feet).

Calls for mandatory offshore tour aircraft routes when appropriate and creation of air tour management plans for national parks in Hawaii pursuant to the National Parks Air Tour Management Act of 2000.

Addresses chronic helicopter noise as a public health concern and requests tiered penalties and flying privilege revocation for repeat violators of aircraft regulations.

Directs copies of the resolution be sent to the FAA Administrator, Hawaii Department of Transportation Director, and Hawaii's congressional delegation.
