Requests the Auditor to conduct a performance, financial, and procurement audit of the Med-QUEST Division of the Department of Human Services, including analysis of its ability to serve all state residents.

Requires Med-QUEST Division to submit a report to the Legislature by August 1, 2020, explaining its decision to reduce Medicaid insurance providers from five to four on Oahu and two on neighbor islands.

Directs Med-QUEST report to detail how and why the provider reduction decision was made and provide a plan to address issues affecting over 50,000 Medicaid recipients on neighbor islands who must change health plans.

Requires the Auditor to submit findings and recommendations to the Legislature no later than 20 days before the 2021 Regular Session convenes.

Addresses concern that the $17 billion, decade-long Medicaid insurance contracts create inequitable service provisions between Oahu and neighbor islands, with contract awards currently suspended due to a protest filed by AlohaCare.
