Requests the Department of Health to establish a Medicinal Psilocybin Working Group to examine federal, state, and local laws regarding medicinal psilocybin use and available medical research on its safety and efficacy for treating mental health conditions.

Directs the working group to develop a long-term strategic plan ensuring availability of medicinal psilocybin or psilocybin-based products that are safe, accessible, and affordable for adults 21 years of age or older.

Establishes working group membership including the Director of Health (chair), Attorney General, Dean of the John A. Burns School of Medicine, legislative committee chairs, physicians, psychiatrists, and representatives from the Drug Policy Forum of Hawaii, Hawaii Psychological Association, and medical cannabis industry.

Requires the working group to submit a preliminary report by 20 days before the 2021 legislative session and a final report with proposed legislation by 20 days before the 2022 legislative session.

Dissolves the working group on July 1, 2022.
