Requests the Governor deliver an annual "State of the Native Hawaiian People" address following the State of the State and State of the Judiciary addresses.

Required report shall include statistics on average income, health, education, homelessness, voter participation, incarceration rates, home ownership, and Hawaiian Homelands land distribution and waitlists.

Cites critical disparities affecting Native Hawaiians including lowest median family income, lowest high school graduation rates, highest poverty rates (12.6% of families and 15.5% of population), shortest life expectancy, and overrepresentation in homeless population (nearly 30%) and incarcerated population (over 40%).

Notes over 28,000 eligible Native Hawaiians remain on the waiting list for land 100 years after the Hawaiian Homes Commission Act of 1920.

Directs transmission of the resolution to the Governor, Hawaiian Homes Commission, Office of Hawaiian Affairs, legislative committees, and Council for Native Hawaiian Advancement.
