Requests the Governor to convene a Blue Ribbon Commission to examine and establish a reconciliation process addressing past, present, and future issues important to Native Hawaiians, the State of Hawaii, and the United States.

Commission members are to serve without state compensation and should be appointed based on interest and experience, with one or more coordinators designated by the Governor.

Commission's first task is to examine and establish a reconciliation process related to Mauna Kea, including issues of land use, stewardship, environment, economy, culture, and science.

Commission is requested to submit reports to the Legislature with findings, recommendations, and proposed legislation regarding Mauna Kea and broader reconciliation proposals.

Acknowledges the 1893 overthrow of the Kingdom of Hawaii, the 1993 federal apology (Public Law 103-150), and the need to establish a relationship based on reconciliation and trust between Native Hawaiians, Hawaii, and the United States.
