Urges U.S. Congress to amend 10 United States Code section 1414 to permit all retired veterans with service-connected disabilities to receive concurrent retirement and disability payments without restrictions on disability rating or years of service.

Current law, established by the National Defense Authorization Act of Fiscal Year 2004, limits concurrent retirement and disability payments to veterans with 20+ years of service and a 50% or higher disability rating.

Congressional Budget Office estimated expanding concurrent payments to veterans with disabilities below 50% would cost approximately $30 billion over ten years, and extending to veterans with less than 20 years of service would cost approximately $5.8 billion over ten years.

Directs Hawaii's Legislature to transmit certified copies of this resolution to the U.S. Senate Majority Leader, U.S. House Speaker, and Hawaii's Congressional Delegation.
