Examine Department of Public Safety's compliance with Section 353C-8.5 requirements to report inmate deaths and employee injuries/deaths occurring at correctional facilities within forty-eight hours.

Analyze HIPAA requirements as applied to correctional facilities and whether Hawaii's structure prevents public disclosure that other states (Arizona, California, Nevada, Oregon) routinely provide.

Compare Hawaii's correctional system structure and medical unit organization to disclosure practices in other states that publicly announce prisoner deaths including homicides and suicides.

Submit findings and recommendations including proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session convenes.
