Urges U.S. Congress to decrease American dependence on foreign-manufactured pharmaceutical ingredients and medicines, particularly from China, citing national security and public health risks.

States that China supplies at least 80% of active pharmaceutical ingredients manufactured outside the United States, according to FDA estimates, and this dependency could be weaponized against Americans.

Requests Congress develop a white paper outlining methods, materials, and timeline to phase out or reduce reliance on active pharmaceutical ingredient manufacturing by potentially hostile powers such as China and Russia.

Urges Congress to incentivize the creation or reestablishment of American-owned and operated active pharmaceutical ingredient factories within the United States.

Directs transmission of the resolution to federal government officials, defense agencies, health organizations, and major pharmaceutical companies including Pfizer, Johnson & Johnson, Merck, and others.
