Cites Hawaii's growing electric vehicle adoption with over 10,000 electric vehicles currently on the road and the state ranking in the top five nationally for EV adoption by percentage of vehicles purchased.

Notes that only 3 percent of automotive technicians currently have the skillset to work on electric vehicles, creating a workforce shortage as EV adoption increases.

Identifies transportation as accounting for over two-thirds of oil imported into Hawaii, with drivers spending approximately $2 billion annually on gasoline and diesel fuel.

Directs transmission of certified copies to the President of the University of Hawaii System, Chairperson of the Board of Education, and Superintendent of Education.
