Requests the Hawaii Climate Change Mitigation and Adaptation Commission to convene an electric vehicles task force to study feasibility of transitioning all vehicles to zero-emission by 2050.

Task force membership includes co-chairs from the Climate Commission, directors from environmental and energy offices, Honolulu climate office director, legislative leaders, Hawaiian Electric Company chairman, and Hawaii Auto Dealers Association president.

Task force must conduct comparative cost analysis for Hawaii families switching from fossil fuel to zero-emission vehicles, analyze current and future zero-emission vehicle supply in the state, and determine feasibility and cost of complete transition by 2050.

Initial task force meeting required by July 1, 2020, with final report due to legislature 40 days before the 2021 regular session; task force dissolves June 30, 2021.

Copies of the resolution to be transmitted to congressional delegation, EPA, United Nations Environment Programme, governor, and all participating agency heads and officials.
