Commemorates the 50th anniversary of Act 171, Session Laws of Hawaii 1970, which established Chapter 89, HRS (Collective Bargaining in Public Employment Law) signed by Governor John A. Burns.

Reaffirms the legislative philosophy that public employees have the right to collective bargaining and that granting employees decision-making power on wages and working conditions promotes effective government operations.

Urges the Hawaii Labor Relations Board to interpret Chapter 89, HRS after the Janus v. AFSCME Supreme Court decision (2018) to permit exclusive bargaining representatives to deny personal representation services to non-member employees who refuse to pay the reasonable cost thereof.

Permits non-members to voluntarily pay dues equivalents to secure personal representation rights consistent with bargaining organization rules, while allowing employees to decline union membership and refuse all fees without compulsion.

Directs copies of the resolution be sent to the Attorney General, Executive Director of the Hawaii Labor Relations Board, and all certified exclusive bargaining representatives operating under Chapter 89, HRS.
