Directs the Director of Labor and Industrial Relations to convene a working group to explore paid family leave for executive branch employees as a pilot project that could be expanded statewide.

Working group must report on the relationship between Hawaii Temporary Disability Insurance Law, federal Family and Medical Leave Act, and Hawaii Family Leave Law.

Working group must identify implementation issues, fiscal and administrative impacts on the state, and effects on public sector collective bargaining and civil service law.

Working group must assess opportunities and challenges for scaling a pilot program from the executive branch to Hawaii's entire workforce.

Working group composition includes 7 state directors/officials, one retiree representative, one children's advocacy representative, one women's advocacy representative, and four labor organization representatives; report due 20 days before the 2021 legislative session.
