Urges each county in Hawaii to examine the feasibility of using downdraft gasification technology to convert waste into fuel and biochar.

Downdraft gasification heats waste at extremely high temperatures to produce fuel and pure carbon pellets (biochar), addressing the State's growing waste disposal needs.

Biochar produced from this process has agricultural applications, particularly for improving soil health.

A single downdraft gasification unit costs approximately $200,000 and can process an estimated 10 tons of waste per day (50-100 pounds per hour).

Requires certified copies of the resolution to be transmitted to the Mayor of each county.
