Declares a climate emergency in Hawaii and requests statewide collaboration toward a just transition and emergency mobilization effort to reduce greenhouse gases and restore a safe climate.

Commits to transforming the economy toward zero emissions to meet IPCC targets limiting warming to 1.5 degrees Celsius, with appropriate financial and regulatory assistance from state authorities.

Prohibits further public or private investment and subsidies in fossil fuel projects (coal, oil, gas) and tree-burning projects, redirecting subsidies toward clean energy and workforce retraining.

Facilitates investments in zero emissions energy, electric vehicles, energy efficiency, reforestation, climate-smart agriculture, and climate-friendly land use.

Requires state government agencies to develop a time-phased implementation plan with assigned responsibilities and timetables, including climate impact sections in departmental reports using lifecycle greenhouse gas analysis.
