Encourages the Department of Education, complex areas, and charter schools to implement school-wide restorative justice practices in Hawaii's public and charter schools.

Establishes that restorative justice is a values-based approach focusing on community building, dialogue, harm repair, and conflict resolution rather than traditional suspension and expulsion methods.

Notes that restorative justice practices have been shown to reduce problem behavior, improve school climate, increase student achievement and attendance, and raise graduation rates while reducing involvement in the juvenile justice system.

Directs that certified copies of the resolution be transmitted to the Chairperson of the Board of Education, Superintendent of Education, and Chairperson of the State Charter School Commission.
