Urges the U.S. Department of Housing and Urban Development and Congress to provide additional federal funds for Native Hawaiian Housing Block Grants under the Native American Housing Assistance and Self-Determination Act (NAHASDA).

Requests that individual Hawaiian homesteads be designated as direct recipients of Native Hawaiian Housing Block Grants in addition to the Department of Hawaiian Home Lands.

Notes that Native Hawaiian Housing Block Grant funding has declined from $12,700,000 in 2010 to $2,000,000 in 2017-2019, with no appropriations in 2016.

Calls on the U.S. Department of Housing and Urban Development and Congress to identify and secure other forms of direct assistance to Hawaii to address affordable housing needs for the Native Hawaiian population.

Requires certified copies of the resolution to be transmitted to the President, HUD Secretary, Interior Secretary, congressional leaders, Hawaiian Homes Commission, and Hawaii's congressional delegation.
