Requests establishment of a working group to study feasibility of building an additional work furlough center on the current Oahu Community Correctional Center (OCCC) site after relocation to Halawa.

Current Laumaka Work Furlough Center at 647 Laumaka Street has capacity for 96 inmates, but twice that number are eligible for the work furlough program.

Working group membership consists of: a representative appointed by the Director of Public Safety, a Honolulu City Council member, a representative from the Hawaii Correctional System Oversight Commission, a Kalihi-Palama Neighborhood Board member, and a Kalihi Business Association representative.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session convenes, and must dissolve on June 30, 2021.

Certified copies of the resolution must be transmitted to the Governor, Director of Public Safety, Honolulu City Council Chair, Hawaii Correctional System Oversight Commission Chairperson, Kalihi-Palama Neighborhood Board Chair, and Kalihi Business Association Co-Presidents.
