HCR 65 Summary

• Recognizes and supports collaborative efforts between the Department of Health, Hep Free Hawaii, and other stakeholders to develop a statewide plan to eliminate viral hepatitis in Hawaii, which would be the first such plan in the nation.

• Notes that approximately 63,000 individuals in Hawaii may be affected with hepatitis B or C, and Hawaii has one of the highest rates of liver cancer in the nation with hepatitis B and C as leading causes.

• Acknowledges current state initiatives including expanded Med-QUEST access to hepatitis C medications, syringe access programs, support for at-risk pregnant women, and immunization efforts for homeless communities.

• Requires the statewide plan, including implementation plans and recommended legislation, to be presented at an informational briefing to the Legislature prior to the 2021 Regular Session.

• Directs certified copies be transmitted to the Governor, Lieutenant Governor, Director of Health, Harm Reduction Services Branch Chief, and Executive Director of the Hawaii Health and Harm Reduction Center.
