Requests the Legislative Reference Bureau to conduct a comprehensive study of the military's economic impact on Hawaii.

Study must evaluate military impact on: (1) public education funding and federal impact aid reimbursements; (2) housing supply and costs near military installations; (3) state costs for monitoring and restoring lands leased for military use; and (4) consumer spending by military personnel and families.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session convening.

Notes that over 42,000 active duty military personnel are assigned to Hawaii as of September 2019, and approximately 300,000 military personnel and families contribute to consumer spending and state services.

Identifies that approximately 14,000 military dependents attend public schools, representing roughly 8 percent of total state student enrollment.
