Request the Department of Human Services and Department of Health to convene a Task Force on Corporal Punishment to evaluate scientific research on corporal punishment effects and recommend safe, effective discipline strategies.

Task Force directed to make a recommendation to the Legislature on whether corporal punishment of children by parents or caregivers should be banned or limited in Hawaii.

Task Force membership includes representatives from Attorney General, Department of Education, Child Welfare Services, Maternal and Child Health, University of Hawaii schools, State Judiciary, U.S. Department of Justice, Kapiolani Medical Center, and retired judges, with Directors of Human Services and Health serving as co-chairs.

Additional non-voting participants may include representatives from Hawaii chapters of medical and psychological associations, religious organizations, and parent advocacy groups.

Task Force must submit findings, recommendations, and any proposed legislation to the Legislature no later than 40 days before the 2021 Regular Session convenes; members serve without compensation.
