Requests the State Foundation on Culture and the Arts to develop a plan recognizing, honoring, and memorializing Mary Kawena Pūkui's legacy in preserving Hawaiian culture.

Directs use of funds from the Works of Art Special Fund to develop and implement the memorial plan.

Requires determination of an appropriate memorial (such as a monument or statue) and site where residents and visitors can appreciate Pūkui's contributions to Hawaiian culture and history.

Mandates identification of legal, financial, or cultural impediments to the memorial project and proposals to address them, including any proposed legislation.

Requires the Executive Director of the State Foundation on Culture and the Arts to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session convenes.
