Hawaii Convention Center opened over twenty years ago and faced approximately $53 million in needed repairs as of 2018, including $26 million for stairwells, audio systems, and furnishings and $27 million for rooftop terrace repairs.

High Hawaii hotel room rates and increasing competition in the tourism industry make it difficult for the Convention Center to attract convention planners compared to other destinations.

Urges the Hawaii Tourism Authority to issue requests for proposals for redevelopment of the Hawaii Convention Center, including public-private partnership proposals for design, building, financing, operation, and maintenance.

References successful public-private partnership models in other states, including projects in San Diego, Los Angeles, and Long Beach, as potential models for innovative financing structures.

Requires certified copies of the resolution be transmitted to the Hawaii Tourism Authority Board Chair, President and CEO, and the Convention Center General Manager.
