Requests the Legislative Reference Bureau to conduct a study summarizing existing published reports and studies on the effects of 5G technology, including millimeter wave frequencies, on biological life, with focus on implications for Hawaii.

Directs the study to evaluate scientific research from reputable sources regarding potential health effects of 5G technology on Hawaii residents and surrounding wildlife.

References concerns from the World Health Organization (2011) classifying radiofrequency electromagnetic fields as possibly carcinogenic and reports from the Council of Europe calling for lowering exposure limits.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session convening.

Notes that Act 49, Session Laws of Hawaii 2018, cleared the way for 5G implementation in Hawaii by standardizing small cell deployment processes.
