Establishes a task force within the Department of Transportation to study the transfer of North Road in Ewa Beach from private ownership (YHB Ewa LLC) to the City and County of Honolulu.

Task force shall include the state Director of Transportation, Director of Transportation Services, Director of Planning and Permitting, one state Senator from Ewa district, one state Representative from Ewa district, one Honolulu City Council member from Ewa district, and one U.S. Congressional member from Ewa district.

Addresses North Road's current conditions including lack of bus service, sidewalks, lighting, environmental pollution from illegal dumping, and safety hazards for children; notes the road is currently in condition that does not meet state and county regulations for acceptance.

Task force must submit findings, recommendations, proposed costs, and any legislative proposals to the legislature and Honolulu City Council no later than twenty days before the 2021 regular legislative session convenes.

Task force shall cease to exist on June 30, 2021; members serve without compensation.
