Requests the Director of Health to convene a working group to study prescription drug affordability review and rate setting, and submit proposed legislation by 20 days before the 2021 Regular Session.

Working group shall include the Director of Health, Insurance Commissioner, Board of Pharmacy Chairperson, and representatives from Hawaii Pharmacists Association, Hawaii Association of Health Plans, and American Association of Retired Persons.

Study must address the makeup and duties of a commission to collect and review prescription drug pricing, assess fees, and set state program reimbursement rates.

Study shall examine types of prescription drugs to include, triggers for investigating cost increases, required information for assessment, confidentiality protections, and funding mechanisms for the commission.

Cites Canada's national drug price review board that achieves drug prices averaging 30 percent less than U.S. list prices as a model for state-level prescription drug cost management.
