Requests the United States Marine Corps prepare an environmental impact statement for the Shoreline Stabilization Project at Puuloa Range Training Facility on Oahu, rather than relying on the less comprehensive 2019 environmental assessment.

Urges the Marine Corps to consider alternative approaches to coastline management and the possibility of relocating the training facility to vacant Navy-owned land on Oahu instead of using shoreline hardening.

Expresses concern that the current environmental assessment fails to adequately address potential impacts including beach loss, damage to historic buildings, harm to karst systems and coral reefs, and effects on aquatic life.

Urges the Marine Corps to provide adequate notice and opportunities for affected Ewa Beach communities to be heard on actions related to the Shoreline Stabilization Project.

Directs transmission of certified copies to the Secretary of the Navy, Commandant of the Marine Corps, Hawaii's congressional delegation, and local officials.
