H.R. 103 Summary

• Director of Commerce and Consumer Affairs requested to determine the number of multiunit buildings with smoke-free policies, excluding those covered by section 356D-6.5 Hawaii Revised Statutes, including condominiums and apartment buildings.

• Director requested to examine types of smoke-free policies currently in use in multiunit buildings.

• Director requested to encourage multiunit building owners, associations, and managers to implement smoke-free policies, with emphasis on common areas and limited common areas such as lanais adjoining individual units.

• Director requested to provide information and education to multiunit building owners, associations, and managers regarding secondhand smoke hazards and benefits of smoke-free policies.

• Director must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the Regular Session of 2021.
