H.R. 11 Summary

• Requests the Hawaii Department of Education submit a report on implementation of amended Chapter 19 (student-on-student harassment) and new Chapter 89 (student-employee harassment) of Title 8, Hawaii Administrative Rules by 20 days before the 2021 Regular Session convening.

• Requires report to include information on training for students, teachers, and staff; memorandums and standard practice documents issued to DOE employees.

• Directs inclusion of bullying and cyberbullying incident data from school years 2018-2019 and 2019-2020, broken down by protected class status (race, sex, gender, disability), school, complex area, and county.

• Mandates report include disciplinary measures and sanctions imposed for bullying incidents by protected class status and geographic location for the same school years.

• Requires data from the Civil Rights Compliance Branch including number of investigations (new and ongoing), types by protected class status, incident report dates, investigation dispositions, and investigations by school location.
