Graduated from the University of Oregon in 1961 after attending Mid-Pacific Institute high school; grew up in Makaha as a native Hawaiian.

Served on the first Board of Trustees of the Office of Hawaiian Affairs in 1980, then returned for two additional terms from 2010 to 2018.

Served twelve years in the Hawaii State House of Representatives, rising to the position of Vice-Speaker.

Held positions as Director of Culture & Arts and Director of Waikiki Development for the City & County of Honolulu; served as Special Assistant on Hawaiian Affairs under Governor Ben Cayetano and as Civilian Aide to the U.S. Secretary of Army for Hawaii.

Supported education and Native Hawaiian culture through roles as Chaminade University Regent, board chair of the Historic Hawaii Foundation and Pacific Islanders in Communications, and founding member of the Native Hawaiian Hospitality Association; also a musician and Na Hoku Hanohano award winner.
