Requests Federal Highway Administration approval for a low-income and workforce housing project located beneath the H-1 viaduct (Interstate Highway F.A.P. No. I-H1-1(13)) Ewa of Hugh Street in Pearl City on federally-managed land.

Urges the Federal Highway Administration to timely process and approve permit applications for the housing project that meet eligibility criteria.

Urges the Governor to allocate Ohana Zones Pilot Program funds from Act 209, Session Laws of Hawaii 2018, to support development of the proposed housing project.

Directs certified copies of the resolution to be sent to the Western Federal Lands Highway Division of the Federal Highway Administration, the Governor, Director of Transportation, and Mayor of Honolulu.

Acknowledges Hawaii's housing crisis, with over 6,500 individuals experiencing homelessness in 2018 and insufficient affordable housing stock for low-income households, citing Housing First as an effective approach.
