Hawaii House urges Congress to call an Article V constitutional convention limited to proposing amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and members of Congress.

Convention must operate on a one-state, one-vote basis, with state legislatures retaining exclusive authority to name delegates and Congress limited to ministerial duties of setting time and place.

Convention proceedings are restricted solely to the specified topics and may not consider any amendments affecting the Bill of Rights; the application becomes void if Bill of Rights provisions are addressed at any stage.

Congress may determine ratification method (state legislatures or special conventions), with Hawaii recommending ratification by state legislatures; Hawaii reserves the right to instruct and recall its delegates.

This application remains in effect until legislatures from at least two-thirds of the states submit applications on the same subject, with certified copies to be transmitted to Congress and all other state legislatures.
