Request the Department of Labor and Industrial Relations to conduct a study assessing causes of non-compliance with Hawaii's workers' compensation system

Study must be completed by November 30, 2020

Department must submit results, findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session convenes

Address identified compliance issues including medical providers withholding treatment, payment delays, overcharging for prescription drugs and medical equipment, and insurers denying claims without statutory authority

Transmit certified copy of resolution to the Director of Labor and Industrial Relations
